After
considering a number of indicators directly concerned with educational
attainments of women and men, we can now look at certain aspects of macro policy
which have their own impact on the infrastructure of education. Table
E 10 provides figures for central and state governments' expenditure on
education as a proportion of total government revenue. In ten out of the 12
states shown in this Table, including West Bengal, this proportion was lower in
2001-02 , as compared to situation obtaining in 1988-89, before the introduction
of economic reforms ushering in globalisation. Whereas in 1989 almost one-fourth
of the total revenue of the state was spent on education, this share was reduced
to 18 per cent by 2001-02.
